INTRODUCTION:

The Library is the center of the research academe. It is the venue to seek information and data on various issues and topics. Its provisions will include vehicle for data gathering and hall for studying purposes. Ventilation for such centers is a compelling requirement not only to provide comfort to students who will choose to stay and study but to enhance the protection of library materials for longer usage. Air conditioning with its salient feature such as controlling humidity will prevent the library materials to wear out.
Depreciation of library materials is defaced in the presence of air conditioning unit which responsibility lies on the regulation of temperature and quality of air.
The air-conditioning system in libraries will control the temperature, humidity, and cleanness of air. Some electronic components found in library equipments such as computers operate in faulty manner if they become too hot, and one means of preventing such localized high temperature is to maintain the air temperature in the area in the range of 20 to 23°C.
On one hand, air conditioning covers not only for cooling purposes; its uses have diverse functional operations that will provide affirmative results to its users. Though, categorically, the uses of air conditioning installation vary from one user to another. It may be so due to the needs of the users.
Importance of the unit installation is practically based on the depth of the need to install. Instances will justify the installation such as:
a. Summer cooling systems have become a standard utility in buildings in order to remove the heat generated internally by people, lights and other electrical equipments.
b. The installation need in the hospitals will prevail to remove static electricity that will lead to provide a spatial medical operations.
c. In libraries, such units will ease out the extra energies exerted by student-researchers to come up with outputs. Energy in getting comfort will lower down in the provision of air-conditioning unit inside the center.
Resource centers such as libraries are constructed to provide safe and comfort
For study and research despite variations in external conditions. Maintenance of the desired interior condition in resource centers at low costs is relied upon on a good building and an air – conditioning design.
Comfort air-conditioning is the process of treating air to control simultaneously its temperature, humidity, cleanliness and distribution to meet the comfort requirements of the occupants of the conditioned space.
Most of the air conditioning units in service provide comfort air-conditioning; cooling systems have become a necessity in commercial and industrial buildings. Even in climates where summer temperatures are not high, large buildings may have to be cooled in order to remove the heat generated internally by the occupants.

This study will extract some of the fundamental principles that are important for calculation used in the design and analysis of the thermal system to be installed in CSCST-library. The presentation of these principles, which is an inclusion in this study, will not exactly cover a full range discussion but will deal only with the basics.
The human body is an amazingly adaptable organism. With long-term conditioning, the body can function under quite extreme thermal conditions. Variations in outdoor temperature and humidity, however, often go beyond the limits of adaptability, and it becomes a necessary to provide modified conditions indoors in order to maintain a healthy, comfortable environment.
Four environmental factors influence the body’s ability to dissipate heat: air temperature, the temperature of the surrounding surfaces, humidity, and air velocity. The amount and type of clothing and the activity levels of the occupants interact with these factors. In designing an air-conditioning system, one must turn his attention to the control of these factors. In the Philippines, the operative temperature is 20 to 26°C with a dew-point temperature of 2 to 17°C and average air velocity that accounted up to 0.25 m/s.1
Based on research conducted by our group, the specified degrees for cooling in typical climates like Philippines is 24 - 26°C. The set of conditions specified for cooling-load estimates include dry-bulb temperature, humidity and solar intensity. Peak load calculations usually correspond to the peak-outdoor-air temperature. It is therefore, a necessity to make several calculations at different times of the day or times of the year to fix the appropriate maximum-cooling-capacity-requirements.2
The high cost of energy since the 1970’s has been a significant factor in stimulating technical changes in resource centers. Innovative approaches towards improving efficiency, which are considered impractical must receive consideration, and given ample time to prove to be economically justified. Researches have shown that recovery of low-temperature heat by elevating the temperature level of this energy through using a specific system. Accurate load calculations and intensified study of the occupants in the library will be factors in a good air-conditioning design as will be discussed in the later chapters of this study.
OBJECTIVES OF THE STUDY:
This study will be conducted to come up an installation design for air-conditioning units to be installed at the library of the Cebu State College of Science and Technology, R. Palma St., Cebu City. Specifically, this study will be aimed to:
a. Calculate the area for the installation of air-conditioning units
b. Determine the average number of users and the peak hours of use
c. Identify the type of units to be installed at the CSCST- library.
d. Categorize the materials/equipments at the CSCST-library

SCOPE AND LIMITATION OF THE STUDY:
The coverage of this study will only be limited to the definitive aspect of air-conditioning as a cooling system, its significance and its basic components and systems as practical guides in choosing the design to be installed in CSCST library.
The provisions of this research will include calculation of the area of the proposed place to be conditioned and the determination of the average level of occupancy of the same place.
